Purpose of Classification The purpose of this classification is to assist in the coordination and implementation of the operations of the Economic Development Division, including interaction with the business and governmental community; provide assistance and liaison with public, private and non-profit organizations for business attraction, creation, expansion and retention activities; planning, implementing, and attending economic development meetings, conferences and events; prepares and disseminates information to potential business clients of economic, statistical, financial, population growth, demographic and other information; and provides oversight of citywide grant program research, applications and administration.

The City's Economic Development Division is responsible for promoting a healthy and vibrant community through business creation, expansion, retention, recruitment, and community development.

Essential Functions The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Assist the Economic Development Manager in the coordination and implementation of the operations of the Economic Development Division, including interaction with the business and governmental community.

Acts as a City liaison to the business community to assist with and provide information regarding City services, business development resources, incentive programs.

Performs customer service and administrative functions; provides assistance and information related to zoning, business expansion, location, use, taxation, procedures, fees, forms, permitting activities, inspections, research of records, documentation, procedures, or other issues; responds to routine questions, complaints or requests for service; and initiates problem resolution.

Establishes effective working relationships with local businesses, community groups, City employees, the Boynton Beach Community Redevelopment Agency (BBCRA), elected officials, and management; forms strategic partnerships with business development agencies to bring additional resources and services to local businesses; provides technical assistance to new and existing business owners that includes locational (zoning) assistance, Business Tax Receipts/Certificates of Use and Occupancy, permitting, and referrals to resource organizations for assistance with developing or expanding business plans; resolves sensitive issues and problems; and provides information regarding programs, policies and services.

Assists in the administration of citywide business incentive programs.

Assist in preparation and dissemination to potential business clients of economic, statistical, financial, population, growth, demographic and other information.

Works collaboratively with the Marketing and Outreach Coordinator - Economic Development to market and promote awareness, interest and participation in business development programs, events, and City services; Helps track and assist with periodic updates of the business database and website, and communicates updates to the BBCRA, Chambers of Commerce, and other partner organizations.

Participates in planning, implementation and attendance of economic development meetings, conferences and events.

Prepares or completes various forms, reports, correspondence, records, training materials, presentations and other documents.

Attends various meetings, serves on assigned committees, and/or presents information as needed; participates in division/department and workgroup meetings.

Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with a major in Business Administration, Urban Planning, Public Administration, Economics or related field; and

  • Within the last five (5) years must have two (2) years of related work experience in economic development, business attraction, business development, and/or community development planning; and

  • Must possess [or be able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.


Effectively communicates with supervisor, employees, other departments, businesses, sponsors, nonprofit organizations, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.
Ability to prepare accurate and thorough written records and reports.
Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal supervisory direction.
Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.


Knowledge of policies and programs associated with economic/business development.
Knowledge of City ordinances, program and policies.
Ability to effectively coordinate activities of projects, programs, and events.
Ability to prepare and deliver public presentations.
Proficiency in Microsoft Office (Word, Outlook, Excel, Publisher, and PowerPoint), Adobe.
Ability to interact with the public and City employees over the phone, in written communication and through personal interaction in a courteous, eloquent and effective manner.
Ability to deal with data, people and technology that relates to administrative technical, communications, researching, reporting, accounting, legal, or managerial skills.
Writing and editing techniques for a variety of audiences.
Ability to develop and implement established goals, objectives, policies, and procedures.
Ability to meet program objectives including timetable deliverables and work plans.
Be an innovative and creative thinker, who possesses the ability to work independently and in an open team setting.
Ability to make decisions and solve problems.
Ability to assist with the planning, organizing and implementation of economic development programs and services.
Ability to develop, establish and maintain effective working relationships with employees, other departments, officials, participants, vendors, community leaders, and the general public.
Ability to work a flexible schedule, including nights, weekends and holidays.


Certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority in the City's hiring process. Additionally, certain servicemembers may be eligible to receive waivers for postsecondary educational requirements in employment by the City.
