Under the general direction of the Deputy Finance Director the purpose of the position is to oversee the administration of all grant funds in support of the various departments within the City. An employee in this classification performs a variety of duties in preparing grant applications and monitoring programs to ensure compliance with specific regulations. Oversees any grant services or activities performed by a third-party contractor and assists with the implementation of grant programs for the City as required.
Duties
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Conducts research of available federal, state, county, corporate and private foundation grants for all City departments. Disseminates grant information to appropriate departments regarding availability of funds to assess their interest.
Develops and composes grant proposals to obtain available government and private funding from various programs and projects. Obtains assistance of outside consultants procured by the City to prepare more technical or complicated grants.
Assist in the preparing of ordinances, resolutions, agendas, agreements, and other grant-related documents as necessary.
Assist in the annual preparation of Lee County Tourism Development Council (TDC) grants for the City. Ensures the compliance of the grants that are awarded to the City by preparing all necessary documents, reports, and reimbursement requests. Performs or monitors compliance as required by grant documents.
Ensures compliance with applicable federal and state accounting and financial reporting requirements.
Develops policies/procedures/systems for the effective administration of grants to ensure compliance and effective internal controls.
Monitor terms and conditions of awards and sub-awards which may also include changes in scope or requests time extensions from funding sources to obtain contract amendments reflecting changes. Communicates with department directors or designees who are responsible for implementing projects to determine need for extensions and/or amendments.
Monitors grant budgets and appropriations, produces reports as needed. Monitors grant expenditures for allowability; monitors grant revenue and coordinate/prepares draw down of funds for approval and submittal.
Discusses program requirements and sources of funds available with administrative personnel.
Perform annual grant accounting reconciliation procedures in coordination with year-end closing procedures.
Directs the establishment and maintenance of a resource library on available grants and completed grant applications.
Maintains tracking of grant status for auditing/budgeting and information for statistical reports.
Maintains master files on grants.
Responsible for the preparation of reports to funding agencies.
Provides information to accounting staff to ensure proper recording of grants for financial records.
Performs frequent interdepartmental communications, attends conferences and professional meetings.
Collects data from departments to package and submit reimbursement requests from funding sources.
May require driving a motor vehicle to accomplish assign tasks.
This position requires regular and reliable attendance and the employee's physical presence at the workplace
Assists with special projects as assigned. Performs related work as required and as directed.
Required Education, Experience, License, Registration, and Certification Qualifications
EDUCATION and/or EXPERIENCE
- Bachelor's degree in accounting, finance, public administration, business administration, or related field from an accredited college
- Three (3) years progressively responsible grant writing and administration experience in a governmental environment preferred.
- Equivalent combination of education, training, certification and experience will be considered
- Proficiency in Microsoft Office is essential
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess and maintain a valid Florida Driver's License, or ability to obtain within 30 days of hire or promotion.
Supplemental or Additional Information
Knowledge of state, local, federal, county, corporate and foundation grant procedures and audit and compliance requirements.
Able to obtain knowledge of the requirements, policies, and procedures of various departments. Knowledge of availability of grants and how to research and monitor grant opportunities.
Proven track record in obtaining and monitoring compliance of grants.
Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events.
Comprehend basic legal principles of contracts and agreements.
Maintain accurate financial records reports for informational, auditing, and operational use.
Interpret, apply, and explain complex laws, codes, regulations, and ordinances.
Review and verify accuracy of critical financial/trade data.
Prepare budgetary and financial analyses.
Organize own work, setting priorities and meeting critical deadlines.
Making accurate arithmetic, financial, and statistical computations.
Effectively communicate in person, over the telephone, and in writing.
Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
Establish and maintain effective working relationships with employees and those contacted in the course of the work.
Operate modern office equipment including computer equipment and software programs. Exceptional computer skills with Microsoft Office are essential.
