Purpose of Classification
The purpose of this classification is to perform skilled work associated with installation, repair, and maintenance of heating, ventilation, and air conditioning systems and associated equipment.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Services, repairs, replaces, and maintains a variety of heating, ventilation and air conditioning systems, equipment, and related components, which may include air conditioners, cooling towers, chillers, and exhaust fans; conducts periodic inspections and schedules/conducts preventive maintenance activities; monitors control systems for city facilities.
Ensures that installation work, maintenance activities, and operation of equipment/systems are in compliance with applicable laws and regulations.
Plans installation/maintenance projects; inspects work site, reviews blueprints/work orders, and makes calculations to determine necessary equipment and materials; inspects completed projects/work.
Performs various skilled, semi-skilled, and manual work functions associated with installation, repair, and maintenance of heating, ventilation and air conditioning systems, which may include troubleshooting air conditioning problems, troubleshooting electronic equipment, repairing/maintaining chiller plant motors and pumps, repairing refrigerant leaks, running fiberglass/sheet metal ductwork, recovering refrigerant, removing/replacing work parts, cleaning coils, cleaning/sanitizing condenser pans and drain lines, soldering metal components, lubricating components, or replacing filters.
Repairs/replaces various HVAC system components, such as starters, pumps, motors, bearings, belts, shafts, coils, compressors, control circuits, tracer controls, PCM's, UCM's, VAV controls, transformers, relays, switches, electronic valves, manual valves, chilled water piping, dryers, expansion devices, cooling/condensing coils, solenoid valves/unloaders, pressure differential switches, static pressure controls, sensors, gear reduction boxes, squirrel cages, or solid state controls/transducers.
Inspects/tests machinery, equipment and parts for proper operations; makes adjustments, repairs or replacements; reports problem situations.
Operates a variety of machinery, equipment, and tools associated with department activities, which may include a utility vehicle, building automation system, air conditioning system, cooling tower, chiller, air handler unit, refrigerant recovery system, generator, vacuum pump, refrigeration oil pump, fan coil unit, charging cylinder, torch, welder, swedge kit, flaring kit, crimping tool, tubing cutter, refrigeration wrench, valve core extractor, leak detectors, gauges, meters, mechanic tools, and diagnostic instruments.
Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition, which may include inspecting equipment, checking/replacing fluids, greasing equipment, washing/cleaning equipment, cleaning project work areas, and cleaning shop; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Gathers necessary equipment, tools, parts, or supplies to conduct projects; initiates orders for new or replacement materials; transports, loads and unloads equipment and materials used in projects.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
Monitors and assesses performance and usage of HVAC systems; recommends potential energy savings.
Takes and records instrument readings; maintains logs, service records, warranty records, and other documentation.
Prepares or completes various forms, reports, correspondence, logs, charts, requisitions, or other documents.
Receives various forms, reports, correspondence, work orders, readings, usage data, safety data, blueprints, schematics, equipment specifications, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
Communicates with supervisor, employees, other departments, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Conducts various errands as needed, which may include picking up supplies/materials.
Provides assistance or coverage to other employees as needed.
Performs other related duties as required.
Minimum Qualifications
- Vocational/Technical degree with training emphasis in air conditioning; and
- Three (3) years experience involving refrigeration and installation, repair and maintenance of heating, ventilation, and air conditioning systems; and
- Must possess and maintain valid Air Conditioning Technician Certification; and
- Must possess and maintain valid EPA Universal Certification in Transition and Recovery of Refrigerant; and
- Possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.

Knowledge of the operation of the controls associated with the equipment.
Knowledge of commercial and industrial refrigeration systems.
Knowledge of electronic, pneumatic and mechanical controls.
Knowledge of and the ability to follow safety procedures and properly utilize personal protective equipment (PPE).
Knowledge of air balancing.
Advanced knowledge of hazards and safety precautions of the profession.
Ability to effectively interact with coworkers, supervisors, and other department staff, as well as the public and outside agencies.
Skill in the use of tools and equipment in the trade.
Ability to make repairs to both room and central air conditioning and heating systems.
Ability to understand and work from general instructions, specifications, blueprints and sketches.
Ability to lead and instruct other employees.

Physical Ability :
Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate to heavy weight (75 pounds).
Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, bright/dim light, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances. The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).
