Purpose of Classification PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform administrative tasks at the Managerial level overseeing the organization, planning, development and implementation of Cultural Art programs, activities and special events at the Boynton Beach Arts & Cultural Center and designated recreation facilities. Under general direction of the Department Director or designee, this position will be responsible for supervising staff, managing the daily operations of the Boynton Beach Arts & Cultural Center and designated recreation facilities, marketing, sponsorship and Program Plan development of Cultural Art programs, along with providing assistance in preparing and monitoring the departmental budgets and expenditures.

Essential Functions ESSENTIAL FUNCTIONS

Manages Cultural Art program functions of the Arts & Culture Division.

Development of Cultural Arts programming plan for the Boynton Beach Arts & Cultural Center and designated recreation facilities.

Assigns, supervises, and evaluates the work of subordinates. Administers coaching sessions and provides comprehensive training to subordinate staff. Addresses employee issues and manages employee performance. Participates in the hiring process and makes recommendations for hiring, training and staff disciplinary decisions.

Develops strategic plans along with goals and objectives for Cultural Art programs for the Arts & Cultural Center.

Interacts with the general public to provide customer service and responds to concerns from the public.

Manages and reviews agreements with contractors and vendors to provide Cultural Art services for the Arts & Cultural Center.

Participates and provides input on various teams and committees; attends and conducts required meetings and trainings.

Reviews facility rental applications; purchases equipment for Cultural Art programs and special events.

Develops operation manuals for Cultural Art programs at the Boynton Beach Arts & Cultural Center and designated recreation facilities along with development of policies and procedures to conduct recreation programs, special events, and facility rentals

Prepares and participates in various marketing and promotion activities to increase program registration and participation

Manages the general maintenance of the Boynton Beach Arts & Cultural Center and designated recreation facilities to ensure the safety of patrons; oversees construction projects; determines need for improvements and repairs

Reviews and prepares reports, presentations and program evaluations for Department Director or designee

Manages all financial affairs and revenue development for Cultural Art programs at the Boynton Beach Arts & Cultural Center and designated recreation facilities including overseeing cash flow, revenues, expenditures, and preparing financial reports. Conducts cost analysis. Assists with forecasting future sources of revenue; analyzes sources of revenue.

Prepares recommendations for the annual operating and capital improvement budgets.

Performs a variety of research related to special assignments and/or projects.

Maintains cooperative working relationships with City staff, other organizations and the general public.

Follows and ensures all employees adhere to all safety rules and procedures for work areas.

ADDITIONAL FUNCTIONS

Answers the telephone; greets the public; answers questions about programs and events.

Performs other related duties as required.

Minimum Qualifications

  • Bachelor's degree in performing arts, arts education, hospitality, business administration, public administration or closely related field; and
  • Possess four (4) of years of previous experience at the managerial or supervisory level overseeing an assigned department or division involving cultural art public programming, recreational activities and/or special programs; and
  • Must possess [or be able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.

Supplemental Information The ability to clearly communicate Department and City Goals, Policies, Strategic Plans and other key information to employees and peers using multiple communication platforms including e-mail and social media.

Effectively communicates with supervisor, employees, other departments, contractors, engineers, companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.

Ability to prepare accurate and thorough written records, memos and reports.

Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal supervisory direction.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
Techniques in presentation, selection and evaluation of arts &cultural programs including fine arts, performing arts, general recreation, special events and cultural art programs.
Principles and practices of public sector administrative management, including accounting, budgeting, facilities maintenance, contract management, customer service and employee supervision.
Techniques and practices for efficient and cost effective management of resources.
Theories, principles and trends of public recreation program development and administration, including laws, regulations, and safety measures used in the operation of recreation programs.

Office procedures, methods, and equipment including computers and applicable software applications.
Principles and practices of municipal budget preparation and administration.

Skill In:
Developing, directing and coordinating recreation programs and operations.
Analyzing problems and developing effective solutions.
Managing staff, delegating tasks and authority, and coaching to improve staff performance.
