Manager, Solid Waste
Description
Purpose of Classification
The purpose of this classification is to manage operations of the Solid Waste Division and activities involving solid waste removal.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, and managing employee performance; conducts interviews, coordinates testing of candidates, and makes hiring recommendations; schedules and coordinates training activities.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; develops work schedules to ensure adequate coverage; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Consults with the Director of Public Works and other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
Coordinates work activities with those of other divisions, other departments, outside agencies, or others as needed.
Develops, presents, and implements budget for the division; monitors expenditures to ensure compliance with approved budget.
Develops and implements long and short term plans, goals, and objectives for the division; anticipates changes in the industry and incorporates anticipated changes into long range planning; analyzes, develops, and implements new business concepts or methods.
Evaluates effectiveness of division operations; develops and implements operational changes as needed.
Monitors productivity of the division; analyzes productivity involving residential service, front loads, and recycling activities.
Manages, coordinates, and oversees division activities; assists foremen in resolving problems; analyzes current routes and makes route changes as appropriate; dispatches roll-off trucks as needed.
Maintains inventory of vehicles, equipment, dumpsters, supplies, and other materials; ensures availability of adequate materials to conduct work activities; initiates orders/requisitions for new/replacement items; researches costs and specifications for new vehicles and equipment, and makes purchasing recommendations.
Coordinates with Risk management, Fleet division and Public Works Director for expedited vehicle replacements.
Inspects daily pre-trip inspections; determines minor vehicle repairs; coordinates with the Fleet division to complete repairs expeditiously.
Inspects equipment for cleanliness and proper operations; ensures proper maintenance work and coordinates necessary repairs; monitors expenditures for maintenance/repairs.
Prepares or completes various forms, reports, correspondence, statistical data, statistical reports, budget documents, performance appraisals, or other documents.
Receives various forms, reports, correspondence, budget reports, invoices, maintenance records, vehicle maintenance expenditures, attendance records, job applications, time sheets, contracts, policies, procedures, architectural drawings, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, email, or other programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Communicates with director, employees, other divisions/departments, City officials, customers, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Responds to complaints and questions related to division operations; provides information, researches problems, and initiates problem resolution.
Attends various meetings, serves on committees, and makes presentations as needed; attends citizen groups, community organization and homeowner's association meetings as requested.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, trade shows, seminars, and training sessions as appropriate.
Tracks, reviews, and approves employee performance in designated performance management system.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
Minimum Qualifications
- Bachelor's degree in Public or Business Administration, Environmental Sciences, Engineering, or related field.
- Four (4) years of previous experience at the managerial or supervisory level overseeing an assigned department or division
- A Master's degree in Business Administration will reduce the experience requirement by two (2) years;
- Experience in the following areas:
- Residential Waste Manual
- Residential Waste Automated
- Residential Waste Bulk/Trash
- Commercial Waste
Must possess and maintain a valid Florida driver's license.

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS
Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements : Some tasks require the ability to perceive and discriminate visual cues or signals. Tasks require the ability to communicate orally.
Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions. Performance of essential functions may involve exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes or traffic hazards.

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

Full-time employees accrue one day ofsick leaveper month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
