Purpose of Classification
UTILITIES FIELD TECHNICIAN I
The purpose of this classification is to perform a variety of entry level field services tasks within the Utilities department. Employees in this classification are eligible for noncompetitive career ladder promotion to Utilities Field Technician II after meeting the established career ladder requirements.
Hourly Rate Range:

UTILITIES FIELD TECHNICIAN II
The purpose of this classification is to perform a variety of field services tasks within the Utilities department. Employees in this classification are eligible for noncompetitive career ladder promotion to Utilities Field Technician III after meeting the established career ladder requirements.

UTILITIES FIELD TECHNICIAN III
The purpose of this classification is to perform a variety of intermediate level field service tasks within the Utilities department.

Essential Functions
UTILITIES FIELD TECHNICIAN I
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.
Entry level position to assist other staff with and learn the following tasks/duties:
Swales, flood control, point repairs, slip lining, dead end cleaning, canal cleaning, storm water conveyance system installation, etc.
Sets well points.
Loads and unloads equipment, supplies, tools and materials.
Cleans culverts, gutters, ditches, swales, storm drains, canals, and many other similar jobs.
Removes and replaces sod, sprinkler heads, etc.
Repairs concrete and asphalt.
Locates clean-outs and service lines.
Installs clean-outs and basic sewer repairs.
Services line flow tests and in clears blocked service lines.
Repairs water leaks.
Repairs and installs water service lines.
Repairs, replaces, and inspects water mains, fire hydrants and tests and flushes fire hydrant water flow.
Opens and closes water valves.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
May operate a truck or other automotive equipment.
Performs other general manual labor work as required.
Uses a variety of power and hand tools to complete tasks in their area of assignment.
UTILITIES FIELD TECHNICIAN II
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Incumbents will perform the following general functions within this classification and lower level.
Participates in the installation, maintenance, and repairs of water distribution, wastewater and stormwater systems.
Responds to customer complaints; locates service lines, detects leaks, excavates, and repairs service lines.
Installs and maintains drainage swales, manholes, catch basins, pipes, taps and other components.
Inspects water mains, meters, valves, fire hydrants, manholes, air-relief valves, sewer lines for condition assessments, leak detection, and make needed repairs.
Performs pouring new sidewalks, making street repairs, laying and/or replacing sod in yards where repair work has been completed and performs landscaping to ensure property is restored, etc.
Acts as banksman during excavation ensuring proper laying of pipe and making connections.
Maintains and submits reports of maintenance performed.
Operates a variety of equipment in performing assigned duties, which may include a pipe saw, tamper, electric crane, valve machine, and jack hammer.
Repair breaks and holes in street surfaces using asphalt and concrete.
Will be required to perform "stand-by duty", being available and responding to off-duty emergency call-ins to effect repairs.
May be required to work nights and weekends.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
Works diligently while maintaining safety and quality in all aspects of job performance.
Assists with set up of Temporary Traffic Control (TTC).
Assists with GIS updates and verification.
Completes various forms, work orders, reports, correspondence, daily worksheets, or other documents.
Assists with the operation of a vacuum, CCTV, and valve trucks.
Performs general maintenance tasks necessary to keep machinery, equipment, and tools in operable condition.
Performs other related Utilities Field Technician duties from various essential functional areas.
The following essential functions, in addition to Utilities Field Technician I functions, are listed by and are representative of functions performed in the divisional areas of assignment within the Utilities department.
STORMWATER
Uses the following equipment but not limited to: chipping hammer, portable generators, air compressors, pneumatic pipe plugs, hammer drills, tamper compaction equipment, confined space equipment, and various other equipment used in storm water maintenance and construction.
Performs tasks related to maintenance of storm water conveyance systems, and wet and dry detention ponds.
Conducts routine canal maintenance such as harvesting, litter control, dead end cleaning, etc.
Conducts routine outfall and pond inspections.
WASTEWATER COLLECTIONS
Uses lateral TV camera to televise sewer lines.
Digs around utilities to locate clean-outs.
Performs sewer repairs and installs clean-outs.
Assists with cleaning the wastewater collection system of debris such as grease, sand, roots and rocks using a combination machine (Jetter & Vactor) or a drain auger (snake).
Makes service connections to wastewater collection systems.
Sets well points.
Assists with smoke testing operation.
WATER DISTRIBUTION
Repairs and maintains water distribution systems. Repairs and replaces valves, fire hydrants, water service lines, sewer lines, manholes, air release valves and structures.
Operates water main valves.
Performs fire hydrant flow testing, flushing, and inspections.
Performs service line flow testing.
TOOLS, EQUIPMENT, AND SOFTWARE
Employees in this classification use a variety of power and hand tools to complete tasks in their area of assignment.
Performs other related work as required.
UTILITIES FIELD TECHNICIAN III
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Incumbents perform all Level I and II functions plus the following general functions:
Lead worker in the repair and maintenance of the water, wastewater, and stormwater system infrastructure and roadway infrastructure.
Provides guidance and instruction to incumbents in the Utilities Field Technicians I and II positions.
May plan, lead, and assist in cleaning, and inspection of gravity sanitary sewer/stormwater lines.
Sets up basic Temporary Traffic Control (TTC).
Installs and maintains sedimentation and erosion control best management practices (BMPs).
Assists with emergency repairs and sanitary sewer overflow (SSO), spill response and clean up.
Makes various types of asphalt repairs and concrete repairs.
Operates and maintains applicable tools and equipment in a safe and proper working condition.
Depending on area of assignment, performs the following: operates a CCTV survey truck, including setting up and operating equipment to perform internal condition assessment of Stormwater and/or repair of sanitary sewers; operates tapping machines to make water taps on mains under pressure.
Maintains cleanliness of work areas; removes debris, as needed.
Estimates material needs; procures materials, equipment, and supplies, as needed.
Ensures compliance with safety regulations and standard operating procedures.
Reads and utilizes drawings, maps GIS and utilities atlases.
Will be required to perform "stand-by duty", being available and responding to off-duty emergency call-ins to effect repairs.
May be required to work nights and weekends.
Utilizes ArcGIS and maintenance management software to conduct work.
Maintains records and submits reports of work performed.
Utilizes iWater and GIS to update and verify attributes associated with the distribution, stormwater, and collections systems.
Assists all levels of staff with field issues and training.
Becomes familiar with administrative forms and reporting requirements (NPDES, SSO, Confined Space, Sewer main TV assessment, etc).
Assists with training of lower level Utilities Field Technician functions.
The following essential functions are listed by and are representative of functions performed in the divisional areas of assignment within the Utilities Department.
STORMWATER
Performs manual labor work requiring knowledge of some specialized facets of a particular field of storm water maintenance or construction work.
Performs multiple NPDES inspections, including retention/detention and outfall.
Performs tasks related to maintenance of storm water positive displacement and exfiltration conveyance systems.
Maintains gravity line elevations.
WASTEWATER COLLECTION
Performs the installation of gravity mains.
Performs the installations and repairs of gravity mains, services, cleanouts, and manholes.
Performs the installation of force mains.
Performs maintenance of ARVs.
Performs cleaning and clearing of sewer mains, laterals, and lift stations.
WATER DISTRIBUTION
Performs the task of laying new water mains.
Performs installations, inspections and maintenance of sample points, automatic flushers, air release valves, and flushing and testing fire hydrants.
Installs or replaces water main valves.
Installs service line water main taps.
Minimum Qualifications
UTILITIES FIELD TECHNICIAN I
- High school diploma or equivalent; and
- Must have basic computer operations skills; and
- Must possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.
Individuals selected for this position will be required to successfully complete a training program within one (1) year in the position. The training program will cover several facets of the job, including various concepts of safety, GIS, and Blueprint reading. Successful completion of the training program will be based on meeting the criteria outlined in the Career Path Advancement Requirements section (below). Failure to successfully complete the requirements of the program may result in termination from the training program and separation of employment.
UTILITIES FIELD TECHNICIAN II
- High school diploma or valid equivalent; and
- One (1) year of experience as an Utilities Field Technician I with the City of Boynton Beach; exposure to the operation of maintenance equipment used in assigned division. *The City may review applicant experience with other comparable employer to determine suitability for placement in UFT II position ; and
- Must possess and maintain a valid State of Florida Class B Commercial Driver's License; and
- Must have completed fifteen (15) hours of safety training that includes confined space, fork lift, and other training relevant to area of assignment; and
- Must pass the level II general written and practical tests with a minimum score of 70% on each component. Employees who fail to obtain a minimum score of 70% will have a two (2) month waiting period to re-take the division area test; and
- Must meet 100% of the Utilities Field Technician I KSA's and 70% of the Utilities Field Technician II KSA's in one (1) division functional area.
In addition to the aforementioned requirements, KSAs must be verified and documented by the assigned supervisor prior to appointment for internal candidates or within three (3) months for external candidates.
Must successfully complete the requirements of a training program within two (2) years by doing the following:
Complete coursework/training offered by the Utilities department in the following areas:
- Defensive Driving
- Blueprint Reading
- Trench Safety
- GIS
- Personal Protection Equipment (PPE)
- Heat Stress
- Violence in the Workplace
- CPR Training
- Other training as necessary and becomes available
UTILITIES FIELD TECHNICIAN III
- High school diploma or valid equivalent; and
- Must have a minimum of three (3) years of experience within a Utility division functional area; (prior outside experience will be considered)
- Must possess and maintain a valid State of Florida Class B Commercial Driver's License (CDL).
Must meet one (1) of the following (depending on your area of assignment):
- Must possess and maintain a Stormwater C" Certification; or
- Must possess and maintain a Wastewater C" Certification; or
- Must possess and maintain a Level III Water Distribution; or
- Must possess and maintain a Class C or higher Water Treatment Plant Operator License.
Must pass the Level III general written and practical tests with a minimum score of 70% on each component. Employees who fail to obtain a minimum score of 70% will have a three (3) month waiting period to re-take the division area test.
KSAs must be met as follows:
- 100% of the General level II KSAs; and
- 100% of the level II KSAs in the primary functional area; and
- 100% of the Utilities Field Technician level III KSA's in one (1) division functional area.
The above requirements for meeting the KSAs must be verified and documented by the assigned supervisor prior to appointment for internal candidates or within three (3) months for external candidates.

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS:
Physical Ability : While performing the duties of this job, the employee is frequently required to stand, walk, climb, balance, bend, stoop, kneel, crouch, crawl, and may push, pull, grasp, lift and/or move objects and materials of moderate to heavy weight (up to 100 pounds), in accordance with OSHA guidelines.
Sensory Requirements : Tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Tasks require the ability to communicate orally.
Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances. Work is frequently performed outside in heat, high humidity, in cold, in rain and when other inclement weather conditions are present. Work is performed in bright and dim light.

CAREER PATH ADVANCEMENT REQUIREMENTS
The follow requirements must be met to advance to Utilities Field Technician II:
- Must have a minimum of one (1) year of experience within a Utility functional area.
- Must complete the level I (Division specific) general written and practical tests with a minimum score of 70% on each component. Employees who fail to obtain a minimum score of 70% will have a one (1) month waiting period to re-take the division area test.
- The test assigned to the Utilities Field Technician I will be based upon the division area in which the employee is assigned to.
- Must meet 100% of the Utilities Field Technician I KSA's and 100% of the Utilities Field Technician II KSA's within assigned division functional area.
- The above requirements for meeting the KSA's must be verified and documented by the assigned supervisor.
- Must successfully complete the requirements of a training program within two (2) years by doing the following:

The follow requirements must be met to advance to Utilities Field Technician III:
- Must have a minimum of three (3) years of experience within a Utility division functional area. Prior outside experience will be considered.
- Must complete general written and practical tests with a minimum score of 70%. Employees who fail to obtain a minimum score of 70% will have a two (2) month waiting period to re-take the general written and/or general practical test.
- Must possess and maintain a valid State of Florida Class B Commercial Driver's License (CDL).
Must meet one (1) of the following: (Depending on the area of assignment)
- Must possess and maintain a Stormwater "C" Certification; or
- Must possess and maintain a Wasterwater "C" Certification; or
- Must possess and maintain a level III Water Distribution License; or
- Must possess and maintain a Class C or higher Water Treatment Plant Operator License.
KSAs must be met as follows:
- 100% of the General level II KSAs; and
- 100% of the level II KSAs in the primary functional area; and
- 100% of the Utilities Field Technician level III KSA's in one (1) division functional area.
- The above requirements for meeting the KSA's must be verified and documented by the assigned supervisor.
- Two (2) years of experience will be substituted if a Utilities Field Technician successfully obtains and maintains a Florida Level III Water Distribution license or a Class C or higher Water Treatment Plant Operator License and completes the Utilities Field Technician III general written and practical exams with a minimum of a score of 70% on each component.

The City provides Short and Long Term Disability insurance to eligible employees. The plan is designed to cover a disability sustained on or off the job.
Employee Assistance Program (EAP)
The City contracts with an employee assistance program (EAP) toprovide employees and their dependentswith free, confidential and professional counseling to help resolve personal or family problems.
Deferred Compensation Plans (457 Plans)
The City makes available three deferred compensation plans that the employee may voluntarily contribute to on a tax-deferred basis.
Vacation
All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.
Holidays
The City observes 12paid holidays throughout the year.
Sick Leave / Family Sick Leave
Full-time employees accrue one day ofsick leaveper month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
Tuition Assistance *( Depending on availablebudget funding )
The Tuition Assistance Program reimburses eligible employees for successful completion of approved courses leading to Associate, Bachelor and Master degrees.
Wellness Program
The City offers many wellness activities and programs throughout the year.
Prepaid Legal Services and Identity Theft Protection Plan
Employees may chooseto enroll ina prepaid legal service plan and an identity theft protection plan. The employee pays the premiums for these plans.
Credit Union
All City employees mayjoin the Credit Union of Palm Beach County. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.
Section 125 Plan for Health and Dental Premium
Section 125 of the Internal Revenue code allows you to have your dependent coverage premiums deducted before payroll taxes are withheld resulting in tax savings to you.
Flexible Spending Accounts
Employees mayparticipate in flexible spending accounts for reimbursement of medical and/or dependent care expenses.
Direct Deposit
Employees may have their bi-weekly paycheck deposited to the financial institution of their choice.
